As we have learned

Work done in rotation -

if\; \Theta _{1}= 90^{\circ}\; and \; \Theta _{2}=\Theta

\dpi{100} W=U=-PE\cos \Theta

U=-\vec{P}\cdot \vec{E}

 U= -pE \cos \theta It has minimum value when q = 0o

   i.e.U_min= -pE \times \cos 0 \degree= -pE
